Guess the Year

Quote number one:

"Where a single penny of expenditure of the Government of this island is involved we should not only discourage, but stamp out any discriminatory practice that may arise."

Quote number two:

"...the idea of racial discrimination is ridiculous.  There is no reason why a particular race or set of people should not have a particular club of their own..  But it does not mean that they are better than anybody else."

Bonus points if you can guess the colour, sex, and occupation of each of the quotees.

    The blindered opinion makes me think that the quotations came from politicians of some kind.
